[rules] new timer settings

Gallifax suggested we'd change the recommended timer setting for the ladder games. Said and done, here ate the new official recommended settings which should be used unless you agree on something else with your opponent.

The old ones are in parenthesis.

• Reservoir: 270 (390)


• Init Limit: 270 (270)


• Turn Bonus: 200 (80)


• Action Bonus: 20 (13)

Gallifax original suggestion was to use 240 for the reservoir time. I added 30 seconds to that to get more memorable numbers and to insure that the jump from the 390 that would occur some times doesn't become as dramatic, also trying to be easier on the newcomers.

I believe Gallifax suggestion is a good one as it distributes the time more even across the turns - the old settings didn't, as I experienced myself just today even.

As always, even if this is the default timer setting that should be used if you don't agree on anything else, it's okey with the rules that you do agree on another setting and play with it instead of it suits you and your opponent better.
